Sex offender arrested

PLATTSBURGH — A Level 3 sex offender was charged Sunday with failure to register.

According to the Clinton County Sheriff's Department, Jesse J. Barcomb, 50, of Plattsburgh was charged with two felony counts of failure to register under New York State Corrections Law and the Sex Offender Registry Act.

Deputies found that Barcomb was not living at his registered address on two separate occasions in the recent past.

Required documentation, submitted by Barcomb, was allegedly found to contain fraudulent information that resulted in two additional misdemeanor charges of offering a false instrument for filing.

He was arraigned in Beekmantown Town Court and sent to the County Jail because he did not pay $2,500 bail.

He will appear in Plattsburgh Town Court at a later date.

According to Department of Corrections records, Barcomb was convicted in 1994 in Clinton County of first-degree sexual abuse. He was paroled in 2000 from Gouverneur Correctional Facility.
