PLATTSBURGH — Progress continues on separate water and wastewater projects in the Town of Plattsburgh.
Town Director of Water and Wastewater Utilities David Comfort said the new pump station at Champlain Park should be in operation within a couple of weeks.
The line to pump wastewater to the city's treatment plant is already in place along Cumberland Head Road.
"The restoration work along the county highway has come a long way," Comfort said.
Once the pump station is in operation, work will begin to decommission the Champlain Park Wastewater Treatment Plant.
"I expect that will take a couple months," Comfort said.
WITHIN BUDGET
The town took out $2.5 million in bonds to cover the cost. It has used about $1.75 million so far.
"I'm optimistic we'll come in well within our budget," Comfort said.
The pump station and transmission line were built to be able to handle the flow if the town is able to go ahead with a project to provide wastewater treatment to all of Cumberland Head.
The town plans to hold an informational meeting on the proposal at 6:30 p.m. Monday, July 13, at the Clinton Community College gymnasium.
The town was recently notified it is in line to receive $12.2 million in grant and loan funding for that project from the U.S. Department of Agriculture Office of Rural Development.
Comfort said the New York State Office of Parks, Recreation and Historic Preservation was very helpful in getting the line through Cumberland Bay State Park property.
MOFFITT ROAD
At the same time, work continues to bore a length of more than 300 feet under the Northway to allow completion of the Moffitt Road Water District.
The water line is in place on either side of the interstate.
Comfort said DOT's decision to require the town to bore has delayed the project's completion by at least a month. It's slow going, he said, as much of the line's length is through very hard bedrock.
"All the equipment and fittings are there to connect once the bore is done."
Comfort said Assistant Water and Wastewater Superintendent Paul Wright has done a tremendous job monitoring the project's progress.
Last July, the town awarded Luck Brothers a $1.13 million contract to do the work.
The water line passes about 60 property parcels, with about 40 residential sites expected to hook up at the start. Comfort said homeowners are not required to use the system.
The town saved money on the project when it was able to connect to the water line for the Cumberland 12 cinema. That shortened the amount of line the town needed to install.
Numerous Moffitt Road residents have complained about poor water quality for several years. Comfort said the main issue is sulphur water, which is both odorous and corrosive but otherwise not a health concern.
Plattsburgh Town Supervisor Bernie Bassett said residents have been signing up to receive service. Having public water also increases property values and makes future development easier, he said.
"After many years for residents and many months for me, seeing the final work being accomplished is gratifying. We're going to get it done. There's a real need out there."
