PLATTSBURGH — Ward 4 Councilor James Calnon has been reappointed mayor pro tem of the City of Plattsburgh Common Council.
Calnon, an independent, was voted in unanimously at last week's council re-organizational meeting.
He has served in the position since 2008.
"Jim Calnon's reappointment as mayor pro tem was an excellent decision by the Common Council," Mayor Donald Kasprzak said. "His experience and advice on budgetary and city issues has been a major factor in our success over the years. I appreciate all of his efforts and look forward to working closely with him once again in 2012."
As mayor pro tem, Calnon is responsible for running city meetings when the mayor is not available. But his biggest duty is that of budget officer.
According to the City Charter, the mayor must submit a budget to the council by Oct. 1. The council then has until Jan. 15 of the next year to finalize and approve it.
From October to January, the council holds budget sessions, run by the budget officer, to adjust the mayor's proposal.
Calnon has led those efforts the past four years.
"I've been pleased with the way our budget meetings have gone, and we have got this city back in good fiscal health," he said.
"We've made some investments in our Recreation Department that will hopefully bring in some more revenue, and we hope the economy cooperates with us, and we might be in for a decent year."
Last week, the council approved the 2012 budget with a tax-levy increase of 1.01 percent, which is under the state's new property-tax-levy cap.
In addition to Calnon's reappointment, the council also named Councilor Chris Case (D-Ward 5) clerk of the council once again.
The clerk is responsible for ensuring that each meeting is properly recorded and that the minutes of each meeting are accounted for.
The clerk is also responsible for keeping track of council attendance. If a councilor is not able to attend a meeting, he or she must inform the clerk, who will then tell the mayor.
