HARRIETSTOWN — The town budget here was approved with a 0.96 percent tax-levy increase.
It comes in under half of the state-mandated 2 percent tax cap.
The total amount to be raised by taxes from property owners in 2013 is $1,987,908, according to Budget Officer Mike Kilroy.
“The tax levy went up $18,898, and our 2 percent (allowed) increase would have been $39,950.”
The primary reason for the low levy increase was a decrease in the fire-services bill.
“We didn’t get the big increase in the fire-protection services from the Village of Saranac Lake. Every year, the village does their budget for the Fire Department based on assessment, not on number of calls. In 2012, our bill went up $51,728, more than our cap would be,” Kilroy said.
The total spending plan for Harrietstown was set at $4,648,045, up
8 percent over this year.
“In that 8 percent is included an estimated number of gallons of fuel we may buy for the airport,” Kilroy said.
Tax rates for property owners inside the village line will go up 0.004 of a cent to $1.27 per thousand, largely flat from the current tax rate.
Tax rates outside the village boundary went up two cents to $2.60 per thousand of real property value.
No major new purchases are included in Harrietstown’s 2013 budget.
There is only one project on the books, and that is to connect Lake Colby area users to new village sewer infrastructure installed last summer, replacing town sewer lines to 148 parcels.
The Town Council allocated $50,000 to the Highway Department for new purchases, the same as this year’s plan.
A total $273,000 was applied from the town fund balance to the budget.
Harrietstown Highway Superintendent Craig Donaldson will get a 7.76 percent pay raise next year, to $57,955.
Corey Hurwitch was promoted from assistant manager to manager at Adirondack Regional Airport, and his salary will go up 7.76 percent also, to what the former manager was making two years ago, $62,500.
All other town employees will receive a 3 percent pay raise.
The pay for the town councilors and the supervisor will remain the same.
